Upper Park Creek Falls occurs right at the top of the Park Glacier.  The creek begins with a long series of cascades totalling somewhere around 150' in height.  This is a very rough estimate taken from about 2000' above the valley floor so it's probably off but it should be an underestimate if anything.

The view I found of the falls was from in between a set of three amazing rock formations on Lava Divide.  The ridge between these formations was only about 4' wide and the drop on either side was severe.  It might be easier to see the falls by hiking to Martin Lake along the same road (I think there's a trail), and then bushwhacking up the hill and to the top of Lava Divide from there.  It would be more bushwhacking, but the view should be much safer.

DIRECTIONS - Take HWY 20 east and turn left onto Baker Lake Road.  Just after the road crosses over Boulder Creek, turn left onto FR 1130.  Follow this road to its end, going right at the first fork and left at the second.  Begin hiking the Rainbow Ridge Trail.  In about 4 miles the trail will sort of peter out.  You'll have to head left to get around a cliff.  If you can find your way on top, you can follow it to the top of Lava Divide where you will have a view into Park Creek Valley.
